Synopsis:

Requiring the holder of a hazardous materials facility permit to file an annual report containing a sabotage or terrorism risk analysis, recommendations to reduce risk, and an emergency preparedness plan; and requiring the report to be filed within a time set and on a form provided by the Department of the Environment.
