Authorizing the creation of a State Debt in the amount of $1,000,000, the proceeds to be used as a grant to the Board of Directors of New Shiloh Community Development Corporation for the acquisition, planning, design, and renovation of 1901 Elgin Avenue, Baltimore City; prohibiting the use of the proceeds of the bond sales and the matching fund for sectarian religious purposes; providing for the disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
