Synopsis:

Requiring the head of a public agency to consult with the Treasurer and to have the Treasurer make a specified determination about use of an owner controlled insurance program; requiring a public agency to use an owner controlled insurance program if the total cost of the public works project is over $100,000,000 and the Treasurer makes a specified finding; etc.
