Establishing the Coastal Bays Protection Program in a specified area of Worcester County; prohibiting the Worcester County Department of Development Review and Permitting from issuing specified permits except under specified circumstances; requiring 25-foot and 100-foot buffers in specified areas under specified circumstances; prohibiting specified activities within certain buffer areas, except under specified circumstances; etc.
