Authorizing the creation of a State Debt in the amount of $275,000, the proceeds to be used as a grant to the Board of Directors of Kettering Community Association, Inc. for the renovation of the Old Mill and its wheel to provide science demonstrations and physics and engineering study, located in the heart of the Kettering Community Park at 11800 Chesterton Drive in Kettering; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
