Synopsis:

Requiring the Board of Contract Appeals to award attorney and expert witness fees to a prospective bidder, prospective offeror, bidder, or offeror when the Board sustains its appeal; and requiring the Board of Contract Appeals to award attorney and expert witness fees to a contractor when the Board sustains the appeal.
