Synopsis:

Requiring judges to attend a seminar; providing a civil penalty for specified persons who fail to notify the local department of social services or law enforcement agency of suspected child abuse; requiring local governments to establish local citizens review panels; establishing the membership and duties of the citizens review panels; requiring the local department of social services to reprimand employees, suspend employees without pay, place employees on probation, or require employees to attend a seminar; etc.
