Authorizing the creation of a State Debt not to exceed $2,000,000, the proceeds to be used as a grant to the Board of Directors of the Baltimore Child Abuse Center, Inc. for the acquisition, construction, renovation, and capital equipping of the new Baltimore Center for Children building to include handicapped access, a sprinkler system, elevators, an HVAC system, and interior walls to provide separate rooms, located at 2315 St. Paul Street in Baltimore; etc.
