Establishing the Maryland Public Charter School Program; defining "public charter school"; establishing the primary public charter granting authority in county boards of education; establishing the secondary public charter granting authority in the State Board of Education under specified circumstances; establishing public charter school application requirements; establishing an appeals process; establishing a teacher certification requirement; requiring county boards to develop individual policies; etc.
