Entitled:
Self-Defense Act - Rule of Law

Synopsis:

Requiring that an applicant for a permit to carry a handgun be certified by a qualified handgun instructor; establishing certification requirements; establishing requirements for issuance of a qualified handgun instructor's card; establishing a 45-day period in which the Secretary of the State Police must issue a permit after an approved application; and authorizing the Secretary to deny, suspend, or revoke a card or reprimand a cardholder.
