Synopsis:

Authorizing the Motor Vehicle Administration (MVA) to issue commemorative license plates for the support of education in the State; providing for the design of the license plates; specifying the vehicles that are eligible for the license plates; authorizing the MVA to establish and charge fees; requiring the MVA to disburse surplus money received from fees paid for the license plates to the counties to be used for education-related purposes, subject to specified restrictions; authorizing the MVA to adopt regulations; etc.
