Authorizing the creation of a State Debt not to exceed $800,000, the proceeds to be used as a grant to the Board of Directors of Ivy Community Charities of Prince George's County, Inc. for the acquisition, planning, design, construction, and capital equipping of the Ivy Youth and Family Center, a center for the Prince George's County community that offers family services, educational enhancement, computer training, and screening and substance prevention, located on the 7000 block of Martin Luther King Highway; etc.
