Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 1174 - State Government - Equal Access to Public Services - Individuals with Limited English Proficiency.

This bill requires State agencies to take reasonable steps to provide equal access to public services for individuals with limited English proficiency. The Department of Human Resources, in consultation with the Office of the Attorney General, must provide central coordination and technical assistance to programs.

Senate Bill 265, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 1174.
