Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 687 - Primary and Secondary Education - Baltimore City-State Partnership.

This bill requires the State to continue its financial support for the Baltimore City-State Partnership and the Baltimore City Remedy Plan in lieu of Thornton Commission legislation. The bill also makes adjustments to the responsibilities of Baltimore City, the New Baltimore City Board of School Commissioners, (including the development of a comprehensive 5-year Master Plan) the Baltimore City Public School System (BCPSS), and increases BCPSS's bonding authority. In addition, the word "New" is removed from the name of the New Baltimore City Board of School Commissioners.

House Bill 853, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 687.
