Synopsis:

Requiring the Comptroller to distribute 25 percent of specified lottery proceeds to local school systems to be used for public education; specifying that the lottery proceeds distributed to a local school system are intended to provide additional revenue for public education and may not supplant other funds allocated to public education in that local school system; etc.
