Synopsis:

Requiring that in fiscal years where the Board of Revenue Estimates projects an income growth of 4%, the fees paid by the Department of Health and Mental Hygiene to a community mental health services provider for providing specified mental health services be adjusted annually by a rate of change that may not exceed a maximum rate of 5%; etc.
