Synopsis:

Requiring the Special Secretary of the Office for Children, Youth, and Families to adopt specified regulations relating to the licensing of specified residential child care programs and qualifications for specified direct care staff in the programs, including regulations that require at least one direct care staff member to be on duty at all times; and defining specified terms.
