Synopsis:

Requiring the Secretary of Human Resources to develop a statewide program for integrating child welfare services and family counseling services; specifying the elements of the program; requiring the Secretary to submit specified reports; requiring the Governor to include funds in the State budget; and requiring the Department of Human Resources to adopt specified regulations.
