Authorizing a court to order that judgments or awards subject to periodic payments be paid in the form of annuities or other appropriate financial instruments or in periodic payments consistent with the needs of the plaintiff under specified circumstances; authorizing the claimant or plaintiff and the defendant to submit to the court a proposal to comply with the court's order; and providing for the applicability of the Act.
