Synopsis:

Establishing a certification process for specified manufacturers of computers; allowing specified manufacturers of computers to submit an environmental compliance plan to the Department of the Environment; allowing the Department of the Environment to certify specified manufacturers who submit a plan; establishing a specified percentage price preference for procurements to specified manufacturers; requiring the Board of Public Works to adopt regulations by a specified date; etc.
