Synopsis:

Altering the conditions under which persons may petition for review of a final decision of the district council for Prince George's County; repealing the requirement for the district council to serve its final decision at its hearing; altering the scope of appeal available for judgments on appeal; authorizing a district council member who did not participate in a final decision to vote on whether the district council should appeal a final judgment; and making stylistic changes.
