Synopsis:

Authorizing the Secretary of Natural Resources to issue an incidental taking permit for the endangered puritan tiger beetle if the applicant submits a specified plan and the Secretary makes specified findings; authorizing the Secretary to adopt regulations to implement and enforce the Act; etc.
