Synopsis:

Requiring the Department of Juvenile Services to designate at least five operational regions within the State; requiring a region to include at least one secure detention facility used solely for children pending court disposition or awaiting placement following adjudication and a sufficient number of committed facilities; and authorizing the Department to place a child into a committed facility outside of the child's region under specified circumstances.
