Requiring the Baltimore County Department of Environmental Protection and Resource Management, Permits Office, to include specified standards in its regulations and operations policies; requiring the Department to hold an expedited hearing on specified matters; authorizing the Department to impose a specified penalty and prohibiting it from imposing a specified additional penalty while a specified matter is on appeal; specifying that a court shall conduct an appeal in a specified manner; etc.
