Child Welfare Accountability Act of 2005

Synopsis:

Requiring the Secretary of Human Resources and the Secretary of Budget and Management to develop and implement a specified system of accountability to measure the effectiveness of specified child welfare services; establishing an accountability council to plan, review, assess, and provide guidance on implementation of specified measures and self-assessment; requiring that specified caseload ratios be achieved using specified criteria; requiring that a Child Welfare Training Academy be established; etc.
