Synopsis:

Requiring the State Highway Administration and law enforcement personnel to open a high occupancy vehicle lane to all vehicles when a serious accident causes traffic in the lanes adjacent to the HOV lane to slow more than a specified rate of speed; providing that an HOV lane shall be closed again to specified vehicles when specified conditions no longer exist; requiring the State Highway Administration to indicate when an HOV lane is open to all vehicles on specified electronic traffic control devices; etc.
