Establishing a Task Force on Periodic Vehicle Safety Inspections to study the costs and benefits of requiring each registered motor vehicle to pass a periodic safety inspection; providing for the membership and duties of the Task Force; providing for the appointment of the Chair of the Task Force; providing for the staffing of the Task Force; prohibiting a member of the Task Force from receiving specified compensation; etc.
