Requiring the Maryland Insurance Commissioner to hold a specified
hearing to determine if a proposed rate increase filed with the
Commissioner by a health maintenance organization meets specified
requirements; providing that the Commissioner may approve or
disapprove a proposed rate increase filed by a health maintenance
organization only by a specified order issued by the Commissioner;
requiring the order to establish the effective date of a rate increase
approved by the Commissioner; etc.
