Synopsis:

Authorizing the creation of a State Debt not to exceed $7,500,000, the proceeds to be used as a grant to the Mayor and City Council of the City of Baltimore for revitalization projects in the West Side Revitalization Area, the Greenmount West neighborhood, and the Poppleton neighborhood, and the preservation of the historic Sphinx Club and its ancillary buildings; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
