Authorizing the creation of a State Debt not to exceed $50,000, the proceeds to be used as a grant to the Board of Trustees of the Montgomery County Parks Foundation for the acquisition, renovation, installation, and capital equipping of handicapped-accessible poured rubber flooring and equipment for the Norwood Park playground, located in Chevy Chase; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
