Health Maintenance Organizations - Rate Increases - Disapproval by Insurance Commissioner

Synopsis:

Requiring an increase in rates of a health maintenance organization to be based on reported claims and other costs, surplus, capital projects, and executive compensation packages; requiring the Insurance Commissioner to disapprove a rate increase for a health maintenance organization unless a rate filing is submitted, the Commissioner considers specified factors, and the Commissioner holds a public hearing; etc.
