Synopsis:

Authorizing the Sheriff of Frederick County to appoint reserve deputies to perform law enforcement duties in the Sheriff's office; providing for the number of reserve deputies to be appointed and compensation for reserve deputies; specifying powers of reserve deputies; requiring the Police Training Commission to establish specified programs; and altering the definition of "State personnel" for purposes of the Maryland Tort Claims Act to include reserve deputies of a county or Baltimore City.
