Maryland Patients' Access to Quality Health Care Act of 2004 - Implementation and Corrective Provisions

Synopsis:

Requiring the Secretary of Health and Mental Hygiene, in consultation with the Maryland Insurance Commissioner, when developing specified rates to take into account specified expenses imposed on managed care organizations; permitting a circuit court to impose a specified fine under specified circumstances; authorizing a circuit court to impose a civil penalty under specified circumstances; etc.
