Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed Senate Bill 57 - Vehicle Laws - Minor Holding Provisional Driver's License - Prohibition Against Minors as Passengers.

This bill prohibits the holder of a provisional driver's license who is a minor from transporting individuals under the age of 18 years except under specified circumstances for a certain time period. It exempts certain passengers from the provisions of the Act; and authorizes a police officer to enforce the provisions of the Act only as a secondary violation.

House Bill 393, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 57.
