Synopsis:

Requiring the Chief Judge of the Court of Appeals, with the assistance of specified persons, to study the creation of a system of gambling treatment programs in circuit courts and the District Court for offenders whose crimes are associated with chronic and compulsive gambling; requiring the Chief Judge to report his findings to the Governor and the General Assembly on or before December 1, 2007; requiring that the report include specified information; etc.
