Providing for the creation of an interstate compact for the licensure of specified individuals for specified types of horse racing; creating a compact committee; providing for the membership and alternate membership of the compact committee; providing for the powers and duties of the compact committee; providing for specified voting requirements to affect specified actions; providing for the severability of the compact; etc.
