Requiring the University of Maryland, College Park to study and make recommendations to reduce vehicular traffic on the campus; requiring the study to include specified matters; requiring the University to hold public hearings and to submit a final report to the Governor and the General Assembly by January 15, 2007; prohibiting the State and Prince George's County government from spending funds or granting permits and approvals for a specified road pending the completion of the study; terminating the Act; etc.
