Requiring the owner, manager, or operator of a shopping center located in Prince George's County to provide specified security during all operating hours of the shopping center in a specified manner; requiring the Commissioner of Labor and Industry to impose a civil penalty of $500 per day under specified circumstances; and defining specified terms.
