Synopsis:

Requiring a panel chairman or court to order a party or an attorney of the party or both to pay specified costs and expenses if a proceeding was maintained or defended under specified circumstances involving bad faith or a lack of substantial justification; requiring that specified testimony of an expert witness meet specified criteria in a civil action; etc.
