Synopsis:

Establishing the Office of Small, Local, and Minority Business Enterprise in the Washington Suburban Sanitary Commission (WSSC) to administer the minority and local small business enterprise programs; imposing duties on the WSSC and contractors for complying with certified minority business enterprise (MBE) subcontract participation goals; requiring a bid or proposal for WSSC procurement contracts to include the expected degree of MBE participation based on specified factors; and altering the termination date of WSSC's MBE programs.
