Establishing a Health Insurance Premium Subsidy Program in the Department of Health and Mental Hygiene; establishing the purposes, eligibility requirements, and subsidy qualifications of the Program; specifying the responsibilities of the Department under the Program; establishing a Health Insurance Premium Subsidy Fund; establishing the sources and uses of funds in the Health Insurance Premium Subsidy Fund; imposing a surcharge on the income tax of specified individuals with specified income; etc.
