Synopsis:

Establishing a Task Force on Sewage Sludge as an Alternative Energy Source; requiring the Task Force to evaluate and make recommendations regarding methods of facilitating the use of sewage sludge as an alternative energy source, such as fuel for a cement kiln, by studying effects on revenues, environmental benefits and cost, potential for new markets, employment, economic development, and best practices for implementing a sewage sludge conversion program; etc.
