Requiring a county or municipal corporation that has sewage sludge processing activities within its boundaries to evaluate the potential for converting sewage sludge into an alternative energy source; establishing criteria that should be studied in the evaluation; requiring the county or municipal corporation to submit a report with its findings and recommendations to the Department of the Environment by a specific date; etc.
