Synopsis:

Requiring a county to include an alternative energy plan for converting sewage sludge that is treated within its boundaries in the county water and sewerage plan; requiring the plan to provide for at least 15% of sewage sludge to be converted; requiring the county to submit an annual report by a specified date that details information on sewage sludge conversion; etc.
