Public Safety - Correctional Institutions - Inmate Telephone Contracts and Welfare Funds

Synopsis:

Prohibiting inmate telephone contracts from providing for the State or local government to receive commissions or revenue greater than 5% of the cost of the contract under specified circumstances; prohibiting the State or local government from receiving commissions or revenue greater than 5% of the cost of the contract; requiring a reduction in charges for inmate telephone calls under specified circumstances; including investment earnings from an inmate welfare fund as part of the inmate welfare fund; etc.
