Synopsis:

Requiring the Secretary of Labor, Licensing, and Regulation to maintain a specified registry available only to pawnbrokers within the State; requiring that the registry contain the names of persons convicted of specified crimes within a specified time period; requiring the Secretary to remove the name of a person from the registry 3 years after the conviction of a specified crime; requiring a pawnbroker to require specified persons to provide valid identification before transacting with the person; etc.
