Requiring the Maryland Transit Administration to hold three public hearings at three different locations, and on three different dates, before action may be taken on proposed changes to the Baltimore metropolitan bus service under the second phase of the Greater Baltimore Bus Initiative; making the Act an emergency measure; etc.
