Synopsis:

Proposing an amendment to the Maryland Constitution to revise the manner of enforcing the single subject requirement for legislation; requiring each House of the General Assembly to adopt a specified uniform rule, subject to an exception, requiring each bill to embrace a single subject; clarifying the authority of the General Assembly to enact specified omnibus bills; authorizing the presiding officers of the General Assembly to designate specified bills each session to embrace nongermane, multifarious subjects; etc.
