Synopsis:

Prohibiting a person from delivering a telecommunication device to a person detained or confined in a place of confinement; prohibiting a person from possessing a telecommunication device with specified intent; prohibiting a person from depositing or concealing a telecommunication device on specified property with specified intent; prohibiting a person detained or confined in a place of confinement from receiving a telecommunication device; establishing a penalty for a violation of the Act; etc.
