Synopsis:

Requiring the Governor to issue a proclamation ordering a special election to fill a vacancy in office for a Representative in Congress under specified circumstances; requiring that the special election be held within a specified time period; and authorizing the State Board of Elections to adopt regulations for conducting the special election.
